Shocking Disregard for Students’ Well-being: Alcohol and Tobacco Sales Flourish Near School Campus in Indo-Bhutan border town of Jaigaon

Jaigaon | 25th May 2023

In a blatant display of disregard for the health and safety of students, alcohol and tobacco products continue to be sold mere steps away from five privately-run schools (at Subhash Pally and New Subhash Pally area of Jaigaon), exposing impressionable minds to harmful substances and setting a dangerous precedent for the future generation.

A recent investigation conducted by CONNECTING NATIONS has revealed the shocking truth lurking in the shadows of this otherwise peaceful neighborhood. Despite laws and regulations prohibiting the sale of alcohol and tobacco in close proximity to educational institutions, rogue businesses have shamelessly exploited legal loopholes and sidestepped responsibility.

Witnesses have expressed their outrage and concern for the welfare of the students attending schools at New Subhash Pally, Jaigaon. One parent, who wished to remain anonymous, said, “It’s utterly disgraceful that these harmful products are so easily accessible to our children. It sends a dangerous message and undermines all the efforts we put into their education and well-being.”

Experts in child health and education have long emphasized the negative impact of substance abuse on developing minds. The adolescent brain is particularly vulnerable to the addictive effects of alcohol and tobacco, with lifelong consequences that can severely hamper academic performance and social integration.

Local authorities, including the police and educational officials, have been alerted to this alarming situation. However, concerned citizens question the effectiveness of the existing regulations, pointing to the audacity of these illegal businesses, operating so close to the school without any legality or repercussions.

Ganga Prasad Sharma, Chairman of Jaigaon Development Authority, has called for immediate action, vowing to crack down on these violators and strengthen the enforcement of zoning restrictions around schools. “Our children’s safety and well-being are our utmost priority. We will not tolerate such flagrant disregard for their health and the sanctity of their learning environments. “To my knowledge, there have been no such incidents reported. However, if I am informed by any individuals, organization, or NGO regarding such incidents, necessary legal actions will be taken.” he stated during a telephonic conversation.

Meanwhile, a teacher (who wished to remain anonymous) of a state-run government school said, “Local administration and police must work seriously to educate the students about the dangers of substance abuse and create a safe haven within the school’s premises. They should collaborate with local organizations and host workshops to equip students with the knowledge and skills necessary to resist peer pressure and make informed decisions.”

A senior police officer, Lobsang Tshering Bhutia, (WBPS) Sub-Divisional Police Officer, said, “If there are any such incidents, register a complaint, and the police will take action.”

In a shocking finding, one of the shopkeepers had claimed that authorities allegedly take a monthly cut from such illegally set outlets. He added, “Local police have a secured monthly cut from such illegal vendors, shops, hotels, and canteens.”

“It must be stopped right away, and senior officials must intervene. State Excise departments should conduct intensive raids, detect cases, and take prompt actions on complaints. They must conduct campaigns against drug abuse and alcoholism through the State Anti-Drug and Prohibition Council.” A state government school teacher added.

As this disturbing revelation unfolds, parents, community members, and concerned citizens are demanding swift and decisive action. The time has come for authorities to close the regulatory gaps, bring these unscrupulous businesses to justice, and ensure the sanctity of our schools.

Community policing, if initiated by the State Police, may help foster collaboration between the police and the community in identifying and solving community problems. Locals and members of the community may become active allies in the effort to enhance the safety and quality of neighborhoods towards similar practices.

Indian courts have strict guidelines:Courts say a minimum distance of 100 meters should be measured from the compound wall of educational institutions and not the main gate.”

The road to a safe and nurturing educational environment starts with the eradication of such egregious violations. The young minds of Jaigaon deserve nothing less than an atmosphere conducive to learning, growth, and a future free from the harmful clutches of alcohol and tobacco.
