China Imposes Requirement on Tibetans to Denounce Dalai Lama for Public Jobs

According to a report by RFA on November 30, 2023, China has implemented a controversial requirement for Tibetans applying for public sector positions in the Tibet Autonomous Region: they must publicly disavow the Dalai Lama, the esteemed spiritual leader of Tibetan Buddhism. This directive was included in a recent job posting from Beijing for 554 public sector positions in the city of Sigatse (Xigaze), targeting college graduates with expertise in fields such as medicine and village development.

Prospective candidates for these positions are mandated to be deemed “trustworthy and reliable citizens,” a condition that entails renouncing the Dalai Lama, refraining from engaging in separatist activities, and pledging allegiance to the Chinese Communist Party. This requirement stands in stark contrast to China’s constitution, which formally upholds freedom of religion.

The Dalai Lama, currently residing in exile in India, has been accused by Beijing of endorsing terrorism and advocating for Tibetan independence. However, the Dalai Lama advocates for the “Middle Way” approach, acknowledging Tibet as part of China while advocating for greater cultural and religious freedoms for Tibetans. Despite constitutional guarantees of religious freedom, the Chinese government has a history of regulating religious practices. The introduction of these new job application criteria is viewed as another tactic to suppress Tibetan culture and violate their human rights. Pema Gyal, a researcher at Tibet Watch in London, emphasized that such measures exacerbate the challenges faced by Tibetans in maintaining their cultural identity and securing livelihoods.

Gyal also expressed confidence that these efforts by the Chinese government would not erode the deep-seated devotion and loyalty that Tibetans hold for the Dalai Lama. He noted that despite various tactics employed by the Chinese government, the faith of Tibetan people in the Dalai Lama remains unwavering.

Furthermore, RFA reported that China has been conducting “anti-separatism” workshops, pressuring Tibetan students and educators to renounce the Dalai Lama. The report also highlighted the difficulties faced by recent college graduates in Lhasa in securing employment, particularly in government positions.

This recent action by Chinese authorities has sparked concerns about the infringement of basic human rights and freedoms of Tibetans, underscoring the persistent tensions and challenges in the region.
